Matthew J. Michaels is an attorney at Barnes & Thornburg LLP, one of the largest law firms in the United States. Mr. Michaels brings to the HighThrive Foundation general counsel experience with technology issues and a commitment to increasing access to high quality behavioral health care. He focuses his practice on federal procurement law, handling transactional and litigation issues, including regulatory compliance, bid protests, small business contracting, the GSA Schedule, and corporate transactions. He has successfully represented both protesters and intervenors before the GAO and Court of Federal Claims and at the agency level. Matt also has years of experience defending against federal investigations involving the False Claims Act and the Procurement Integrity Act. Matt has developed particular expertise in small business government contracting matters, such as mentor-protégé agreements, joint ventures, teaming arrangements, and size protests.
Prior to Barnes & Thornburg, he served as general counsel for an information technology firm in the healthcare industry. He represented that company in all aspects, including bid protests, contract negotiations with the federal government and business partners, human resource and employment matters, and general corporate compliance.
